Pascal Préval is the Head of Police and a political figure, who in secret is corrupt, wanting to have power and money. Unknown to everyone, at some point Pascal Préval came into contact with members of The Establishment, and this person's name is Sarcosa. Sarcosa had a hunch of some metas from England fleeing, for they had not been judged. At this, Pascal helped when visitors from England came and paid close attention to those who are tourist in Haiti. During that time, Haitians who wanted Pascal Préval to be removed from his position did everything they can to expose him for being a corrupt, but failed. Among the members of the protest against the head police officer was Anthony Michel. He was able to get some solid documents on the officer, only to be caught. Anthony attempted to fight back only revealing that he too was a meta. This surprised Pascal and in an attempt to make Sarcosa happy, he wanted to send Anthony to England, along with some of the kidnapped England tourist.

Pascal also attempted to kidnap Anthony's sister, Laura Michel, but failed for she had escaped. As he searched Haiti for her, he was unaware she had fled to Dominican Republic.

Within a number of days, Laura Michel had befriended and teamed up with her new allies in at attempt to save her brother and reveal to all of Haiti and of Dominican Republic that Pascal was a villain at heart.

He was defeated by Shara Uma, Marisa Clou and Laura Michel in his own Estate. The fight took on an other phase when they chased Pascal to his station, with a hidden room housing England Tourist and Laura Michel's brother. Pascal was gloating about how he is the best in all of Haiti and Dominican Republic in his work, not knowing that the injured Laura was recording what he was saying and doing all this time. With Anthony free, they defeated Pascal once and for all, along with his followers.

He was jailed in Dominican Republic, stripped of his rewards and honorable accolades and his honorable actions involving him were erased for more allegations of his corrupt actions surfaced, thanks to Anthony. Even in jail, he was a threat for he can conduct with members outside, however, this got him into hot water even more, and those who reside in Dominican Republic hat follow him were also jailed. Anger by the Michel siblings ruining his plans, he attempted to get contact with Sarcosa but failed. When Sarcosa heard of his potential allies ordeal, he inform this to other members of the gang. They responded by sending in others who are operating in America to free their "new recruit".

Freedom, Sea Side Chaos and Aftermath

It had been days, and more months that passed until someone came to the plate to free Pascal. Sarcosa's rival, Karvner, was able to just think about Pascal in one of his duties and attempts to free him. The problem was that Karvner was moving a stolen android that the military was working on, one that can be control remotely and or via cockpit with someone inside. He used a stolen air carrier to bring the massive android out of Florida's military base. This caught the attention of Ivan and Dark Skull, who contacted Garret. At the time, James, Kyuza, Jenji and Bianca were sent to deal with the treat, while Garret, Mia and his team investigate the base in Florida.

James and the others managed to sneak on board of the air carrier and fight their way inside. Noah, who was with them attempted to break into the computer's systems, with the aid of Ivan who connected remotely. Darku Skull and his team aided James in the fight as well, with heavy military presence taking off via jets to engage the stolen carrier.

Shara and her team boarded the ship too, operating on their own, they new that the people who were in Haiti, and in Clou's case, England, were on that ship with information of the death of the freedom fighters.

Eventually, Shara and James' team meet up, with Noah telling the group that a massive signal is emulating from the ship. The 2 teams were confronted by Sai, The Red Ghost. Dark Skull, Ghille and the other Ex-Seals recognized him, but Sai did not pay them any mind and proceeded to try and kill everyone in front of him. During this, Karvner thought it'd be a perfect time to free the Ex-Haitian Police officer with the aid of Erik Shaw, freeing Pascal from his prison, which caused prisoners to break free out of jail, scattering about in Dominican Republic.

The fight with Sai was short lived when Karvner decided to activate the android and control it, threatening James and company that if they do not surrender, he would use the robot to destroy anything in his path. It was then Karvner revealed to why he stole the robot: lure out and test out his new machine that allows him to tap into stronger secured machines such as the android the military was working on. The android dropped into the pacific ocean and stayed a float, hovering towards the closest land, which was Cuba. Knowing they couldn't let Karvner destroy lands for his pleasure, James, Jenji and Bianca dropped down to the android and fought atop the body of the android, while avoiding to fall into the ocean below.

Pascal was escorted out of the jail thanks to Stix (controlled by Erik Shaw). Erik told Pascal that his boss will want to talk with him about a possible team up. Pascal asked what is going on for he saw the news happening on a hologram billboard, for Erik said to him, that his boss is testing out a new device and just wanted to take the android out for a spin using said device. Pascal was amused and in shock, and knew that his future with his new friends will be a great one.

As for the air carrier, James and the others were able to defeat the massive android and escape back up to the air carrier to help out, the android sank into the oceans below afterwards. Meanwhile, Sai was almost able to kill his former comrades, only for James to take the hit for Ghille. Sai was in shock for he had impaled James, but James was able to take the hit, and continued to fight, only to be overpowered. Sai knew James was a Dragni, and attempted to use the vial of poison made from Dragni DNA to kill James, only to be stopped by a reformed Zegma who destroyed Sai's hand. Everyone was forced to escape when Noah stated that the air ship was going down too. Dark Skull and everyone else escape via escape pods, as for Noah his pod flew elsewhere from not putting the coordinates correctly. The air ship sank with Sai and Zegma fighting on board.

Aftermath

The president wanted to reward James and his friends for their victory because it was something big that happen very close to America, but could not make out who was on the air ship at the time. News was breaking out left and right, however, their was no mention if James or his team was on their, for the news seen them as Navy Seals who stopped the attack. Even after that, when Noah recently came back, he wanted his friends to remain as vigilantes in the eyes of the public, fearing if they were to go public even more than they had already have, they will be potential targets.

As for Pascal, he was given some power, power he rightfully deserve. He was entered into the AX project, but surprisingly, he had resisted being transformed into a reptile-like humanoid and retain his human figure. He was assign to go with Sarcosa, which made Karvner mad, stating he saved Pascal because he felt sorry for him. Karvner continue to say that his new device will come in handy, and the show he put up in an attempt to destroy relations and almost doing away with James and or his allies, he wanted to kick up his tech with advanced mind control technologies, more powerful than what his students had used in the past, the ones that sued it for fun.

Pascal aided in Sarcosa's project of experimenting on his own special weapon to compete with and earn the favor of the crime syndicate. Stating that those he had Sai kill and bring to him, he was able to study and form an artificial android of his own. He said it took him years to work on said project. He had Pascal work with him, and also be one of his high valued bodyguards, who will be rewarded with more opportunities and power if proven successful.

He was then stationed somewhere within Lebanon to carry out plans for his new allies, only to become the main enemy of Jason Konta, who was with mercenaries, hired to bring him down.
