A man who has killed and fought under military training, turned into a weaponized cyborg to do the bidding for a crime syndicate.

When Sai was born, his parents were forced to either kill him or give him up as tribute to Korean military, which lead the infant Sai into a world of fighting, tech weaponry and gunpowder. Sai was raised in Korean military combat, during one of his exercise, he nearly died in a freak accident, which caused 23 the deaths soldiers in training. Sai survived covered in oily water and blood, which gave him his trademark name. As Sai got older, he became sinister, and soon was tasked to go after a special target, who was escaping North Korea. Sai went on his way to hunt and kill the woman who escaped, eventually chasing the woman to the South Korean borders. The two of them fought, with Sai nearly killing the woman, at this moment, the woman told Sai about why she escaped and that he should do the same too. Later on, both side and the woman were captured and to avoid problems, the two were well on their way to be sent back to North Korea. During the flight there, Sai was lost in thought of what the woman had told him, he sees himself more of a weapon than a solider for peace. In the flight the woman were executed by Sai's peers, and since they feel as thought Sai may be a threat, they attempted to kill Sai as well, only for him to fight back, Sai was shot in the abdomen and fell out of the aircraft into the waters below. Sai, however, was still alive, and managed to board an ice breaker ship that was heading back to The States.

It is unknown of what Sai did when he got there and within a few months, he managed to get into the Navy Seals and Military due to showing his skills in combat. They thought of Sai as a terrorist, however, Sai had to makeup some story, which is somewhat true, about him being taken from his parents at a young age to be forced into a military camp. With this information, everyone was neutral towards Sai, but eventually he was enlisted, to join the Navy Seals, and eventually befriending Jordan Wayne, Logan White (Ghillie) and a few others . Sai used this enlistment as a front to go against those who had turn him into a monster.

During a Navy Seal mission to take-down a vessel of terrorist, who were on their way to selling weapons to their buyers, Sai, Jordan and the others infiltrated the ship, gunning down all targets and destroying the cargo, however, they didn't know of the buyer 's men being in the shipment, ambushing Sai and the others. Sai was badly injured, but managed to push himself and his team out of harms way. As the group were about to board the helicopter, Sai was tackled by the buyer and dragged down of the railing to the lower part of the ship, Sai yelled for his team to go and eventually the ship went down with him. Sai was able to kill the buyer with a knife, but was left to drown in the stormy seas.

The ship not only housed weapons, but Tech for use to create new technologies, which Karvner took the chance to salvage for himself, eventually stumbling upon Sai's body, at the time, it is unknown if he had drowned/perished. Karvner took the opportunity to reconstructed Sai into a cyborg-like being. Years later, stories of meta humans raising and being killed in the United Kingdom, but no one knew who was doing the killing.

The last few Metas who were against Butch's Gang and of his allies, were killed off, and those last few saw the man being the killings, which was Sai himself. The only victims to question him was Flo, the leader of the freedom fighters, and Tina Castle, who was executed at point blank range by Sai. Out of all the bloodshed in England, only one Meta Human, who was against Butch lived and fled England in hopes of not being hunted by Sai. Sai didn't do much until his test run in a small Mexican Village in Mexico, which resulted in Zegma being allegedly slain and taken by Sai, eventually used as a test object to Karvner's students. After the fight with Zegma, Sai went under more reconstruction and training, for Karvner is preparing him to attack the Heroes in America.

Trivia

• Sai is responsible for literally disbanding The Freedom Fighters by killing all of them off, with the exception of Clou, for he grin at her ominously as she managed to get away shortly after Flow Daggers was killed. He killed Tina and Jacob due to capturing them.
• Jordan Wayne has Sai's dogtag in his possession.
• Sai's primary objective was to solely get revenge on those who trained him in North Korea, however, he was manipulated by Karvner and see the goal of The Establishment only.
• unknowingly, Sai aids members of Sarcosa, and Sarcosa himself.
• Sai's cyborg attributes and near death experience caused him to easily be brainwashed, seeing his former comrades as dust needing to be return to the earth.
• Sai bares no emotion whatsoever, the only thing he can do is smile randomly, knowing that is what strikes fear and a sense of intimidation against his enemies.
